Covington partner David Kornblau is quoted regarding SEC investigations:

"For a response aimed at the commission level, for example, know which aspects of the case might have a policy angle or get the attention of media, other law enforcement agencies or Congress, says David Kornblau, co-chairman of Covington & Burling LLP’s securities enforcement practice. Drafting a Wells submission will guide the rest of the negotiation process, so be careful to pick your battles and keep it short, Kornblau advises. 

“It’s more important to present key points effectively than to be exhaustive,” he said.
