Former FTC Commissioner McSweeny Joins Covington

WASHINGTONTerrell McSweeny has joined Covington as a partner in the Antitrust and Competition Law and Data Privacy and Cybersecurity Practice Groups in Washington. Ms. McSweeny most recently served as a Commissioner at the Federal Trade Commission.

Ms. McSweeny has held senior appointments in the FTC, Department of Justice, White House, and United States Senate. Prior to appointment as an FTC Commissioner in 2014, she served as Chief Counsel for Competition Policy and Intergovernmental Relations for the Department of Justice’s Antitrust Division. During her tenure at the FTC and the Antitrust Division, Ms. McSweeny played key roles in antitrust and consumer protection enforcement matters and has significant experience with regulations governing mergers and conduct matters. She also has broad experience in a variety of areas relating to cybersecurity and privacy issues facing high-tech, financial, health care, pharmaceutical, automotive, media, and other industries and is a recognized thought leader on AI (artificial intelligence), fintech, and IoT (internet of things).

“Having served both at the FTC and in the Antitrust Division, Terrell has an exceptionally broad base of experience to draw upon in helping clients understand and manage antitrust enforcement, privacy, and data security issues. She also has developed relationships with and an understanding of other enforcement agencies around the world,” said Deborah Garza, co-chair of Covington’s Antitrust and Competition Law practice. “Terrell’s expertise, experience, and judgment will benefit clients in dealing with enforcement agencies and will deepen our antitrust, privacy, and data security capabilities across the firm.”

Ms. McSweeny’s government experience also includes her service as Deputy Assistant to the President and Domestic Policy Advisor to the Vice President from January 2009 until February 2012, advising President Barack Obama and Vice President Joseph Biden. She also served as then-Senator Biden’s Deputy Chief of Staff and Policy Director, where she managed domestic and economic policy development and legislative initiatives, and as Counsel on the Senate Judiciary Committee.

Ms. McSweeny graduated from Georgetown University Law Center and received her undergraduate degree from Harvard University.
