The Hill Recognizes Covington's Public Policy Practice

December 12, 2019

WASHINGTON—The Hill has named Covington’s Holly Fechner, Muftiah McCartin, and Bill Wichterman to its annual “Top Lobbyists” list. The list recognizes Washington’s top policy experts and influencers voicing the concerns of the nation’s largest companies, labor unions, and associations in the nation’s capital.

Named to the list for the seventh consecutive year, Ms. Fechner previously served as Policy Director to former Senator Edward Kennedy, as well as Chief Labor & Pensions Counsel to the Senate Health, Education, Labor & Pensions Committee. In addition to her wide-ranging public policy practice, Ms. Fechner serves as a visiting lecturer at the Harvard Kennedy School of Government.

Co-chair of Covington’s Public Policy Practice Group, Ms. McCartin’s public service career in the U.S. House of Representatives includes senior positions with the Rules and Appropriations Committees and the Parliamentarian's Office. She has congressional experience across the spectrum of committees and offices and in interacting with regulatory agencies. This is the second consecutive year in which Ms. McCartin has been named to The Hill’s list.

Mr. Wichterman previously served as Special Assistant to President George W. Bush and Deputy Director of Public Liaison at the White House, Policy Advisor to former Senate Majority Leader Bill Frist, and Chief of Staff to former Representatives Joe Pitts and Bill Baker. He has been active in presidential campaigns and conservative politics. This is the fifth consecutive year in which Mr. Wichterman has been named to The Hill’s list.

Covington’s Public Policy and Government Affairs practice is recognized among the top public policy firms in the country for the breadth of its legislative and regulatory experience. With more than 120 former government officials, diplomats, and regulators backed by global corporate and litigation practices, the group has significant understanding of the moving parts of the legislative process, involving committees, the leadership, intra- and inter- party relationships, the interplay between the House and Senate, and the ways in which the executive branch can influence the legislative. The group specializes in crafting comprehensive legislative and regulatory strategies for its clients in such diverse industries as energy, financial services, food products, pharmaceuticals, transportation, technology, telecommunications, and on such diverse matters as employee benefits, health care, homeland security, intellectual property, tax, sports, and product liability. The group’s expertise also extends to representing clients that are the subject of congressional or state legislative investigations.
