Richard Li is an of counsel in Covington’s Shanghai office. Mr. Li has extensive experience in advising public and private companies and investment funds on cross-border business transactions in the life sciences industry, including mergers and acquisitions, joint ventures, strategic collaborations, licensing, co-promotion, and distribution arrangements.

Mr. Li regularly advises pharmaceutical, biotechnology, medical device, food, and cosmetic companies on complex regulatory and policy matters. Mr. Li also advises food and drug companies and industry associations on their advocacy efforts with Chinese regulators.

  • Advised a major U.S.-based pharmaceutical group on the acquisitions of several pharmaceutical companies across China.
  • Advised a major multinational consumer healthcare group on the acquisition of a Chinese private drug distribution company.
  • Advised a major U.S.-based pharmaceutical group on the exit strategy and negotiations in relation to a joint venture established jointly with a leading Chinese pharmaceutical group.
  • Advised a VC-backed biopharmaceutical company based in China on an exclusive licensing agreement with a leading US biotech company to develop and commercialize certain products in mainland China and certain other Asia countries.
  • Advised a leading U.S.-based biotechnology company on a tech transfer with a Chinese private company to commercialize its cell-based therapies in China.
  • Advised multinational medical device companies on different strategies to enter the Chinese market including setting up manufacturing and distribution subsidiaries and importing products to China through third-party distributors.
  • Advised a leading U.S.-based medical device company on an acquisition of two leading Chinese medical device manufacturers.

Previous Experience

  • Prior to rejoining Covington in 2020, Mr. Li served as the head of legal of a global life sciences investment firm.
