Phillip Warren specializes in global antitrust and competition law practice, representing corporations and executives in criminal antitrust and other white-collar government investigations and litigation, and related multi-district class actions. He also provides corporate compliance counseling and conducts internal corporate investigations.

Before joining Covington, Mr. Warren served in the U.S. Justice Department’s Antitrust Division for more than 30 years. He was Chief of the San Francisco Office from 2002 to 2013. At the Justice Department, he led or supervised more than 50 international cartel investigations and several major antitrust trials.

  • Represented SandRidge Energy, Inc. in a criminal antitrust investigation of alleged bid rigging on oil and gas leases. The matter was closed with no action taken
  • In re Anadarko Basin Oil and Gas Lease Antitrust Litigation - Represents SandRidge Energy, Inc. in a putative class-action case alleging bid rigging on oil and gas leases in a four state area from 2008 to 2011.
  • Represented a services company that was the subject of extensive investigations for possible criminal violations of antitrust and other statutes.
  • Advised high-technology company on potential antitrust issues related to certain licensing practices.
  • Advised companies in connection with potential antitrust investigations by state attorneys general.

Pro Bono

  • Mr. Warren participates in the Clemency Project, representing non-violent, low-level offenders who are currently serving federal sentences, but would likely have received substantially lower sentences under present laws.
